make_state(extent, Snowpack, Dr, Ds, Ws, snowmelt_month, yearmon)

Arguments

extent	spatial extent of input matrices (xmin, xmax, ymin, ymax)
Snowpack	snowpack water equivalent [mm]
Dr	detained runoff [mm]
Ds	detained snowmelt [mm]
Ws	soil moisture [mm]
snowmelt_month	number of months of consecutive melting conditions
yearmon	year and month of state (state should represent MM/01/YYYY)
